WSUSOU deals with all possible patch levels. Upgrading Windows Branches cannot be done by WSUSOU itself, for multiple reasons:
- There exist multiple branches, like Current Branch, Current Branch for Business, Insider, Long Term Support Branch 2015 and LTSB 2016 (possibly more). Each of them is different, e. g. LTSB 2015 will not be upgraded to 1511 or 1607, it stays at 1507.
- Some SKUs (Editions) cannot be upgraded without upgrading licenses as well. Those Admins would be very upset, don't you think?
- Such an upgrade is NOT like installing a Service Pack, it is upgrading the complete Operating system (through Windows Setup, like the Windows 8.0 -> 8.1 upgrade). Most of the time, that's an interactive process and not automatic.
- A build upgrade is multiple Gigabytes in size. WSUSOU is meant for patching offline systems. Do you notice the problem with bloated installation media, here?
- possibly more reasons I forgot...
Once a branch is discontinued, WSUSOU will simply remove support for it. You are then responsible for upgrading to a supported branch.
Note: You can download up-to-date Windows 10 installation media from MS, at anytime. So you'll be able to start from a current and supported OS build.

tl;dr: WSUSOU doesn't deal with branch upgrades at all.
