I don't know, why there are new updates for Office 2007, long after the official support end. The descriptions are not very specific. Maybe it was about the Spectre bugs, which are not really solved yet.

These updates are in the WSUS catalog file wsusscn2.cab, or else WSUS Offline Update would not find them. WSUS Offline Update passes this file to the Windows Update Agent, to search for missing updates. At this step, all missing updates for all installed products are reported.
Maybe you can use the version 11.0.3 to get the missing updates for Office 2007 and create a new ISO image.
