The client does not rely on TCP/IP as it won't connect to the internet in any way.

Please check, if there is high activity in the task manager (caused by the svchost.exe hosting the service "wuauserv").
Then please tell me, which updates are installed on the system (Control Panel -> Programs and Features (free translation from German) -> List installed updates). Also I'd like to see, how the Windows Update Control Panel looks like (screenshot of the main Windows Update page please). Then set Windows Update to "never search for updates" and try again.

Thanks, again for your time and efforts.
WU has been set to "never check for updates" for a long time, already.
Screen shots for SVCHOST 1. at a random time; and 2. when running WSUSOU updateinstaller (I continually have high CPU usage because of SVCHost)

Just a guess because I don't know if it applies to you: In Windows Update settings disable the option "Give me updates for Microsoft products and check for new optional Microsoft software when I update Windows" if it's enabled. While at it and since you're using a freshly installed Vista system, could you please post whether this option was enabled by default?

Updates are for 'Windows Only' and not for other products.
Not sure if I know if OS is checking for updates by 'default'. Control Panel/ Windows Update... but no place for 'default' setting. Can you direct to another location as I would not know where else to look.

OK. Please also install these updates manually: KB3198234, KB3203859. These are the important prerequisite updates added in November. Then reboot the system and try WSUS Offline again.

No, that's alright. What I meant by "enabled by default" is whether or not the setting was already enabled when the system was installed, and you had to manually disable it if you want updates for Windows only. Like Microsoft's defaults if you will.

SUCCESS! 70/150 have cheerfully been installed already.

All 150 updates have been installed and when I tried a repeat of the 'upinstaller' none were installed. I think I'm UP TO DATE with updates.

One last request, if I could dare ask: please confirm my suspicions for keeping up to date from now on.
1. wait for patch Tuesday
2. run WSUSOU "updategenerator'
3.run 'updateinstaller'
4. relax

Because I've got a 1.77gb file doing nothing for a while, can/should I delete this?

If you had Win7 or later, I would just say "Yes, that's OK". But since you're on Vista, it's not so easy. Vista requires a new set of prerequisite updates each month, and it takes a couple of days before WSUS Offline uses them; they're listed in the file wsusoffline\client\static\StaticUpdateIds-wupre-w60.txt. All I can recommend is to check whether said file gets updated by UpdateGenerator (simply check its date/time) - and don't run UpdateInstaller until UpdateGenerator updated the file.

In other words:
1. wait for patch Tuesday
2. run WSUSOU "updategenerator'
3. Check if StaticUpdateIds-wupre-w60.txt has been updated. If not, go to 3.
4. run 'updateinstaller'
5. relax

If you delete your WSUS Offline repository, the files will be downloaded again the next time UpdateGenerator runs (unless the deletion breaks the hash verification). I recommend to leave the files as is; WSUS Offline will download new files only and delete those that are no longer needed, so it will download fewer files and finish much faster after December Patchday.
