I assume, this is Windows 7.
Please try the updates listed here:
viewtopic.php?f=4&t=5939#p20339 (German, but just check for the KB-numbers).

Just encountered same problem, on a Win7 Starter netbook, reset to factory. It installed IE11 and .NET 4.6x with no problem, but then stalls for many hours on Listing IDs. I then updated WSUSOffline, but there's no difference. Might try the KBs mentioned.

Ok, even the manual updates listed in the other thread wouldn't pre-scan.

But I can report that the quick and easy solution for me was to go into Safe Mode and rename windows\softwaredistribution to softwaredistribuion.old and rename windows\system32\catroot2 to catroot2.old. Reboot and everything was fine.
