How can I upgrade to 8.1 if WU doesn't propose it to me?

Windows 8.1 upgrade is offered via the Store, not WU. Alternatively, you can download an ISO with the MCT and use that top upgrade.

I've downloaded all via WSUS Offiline and updated, so it asked to restart Windows.

During restart my computer said it's not possible to conf all the Win updates, so it had to cancel...

Now how can I proceed? how can I know if and which updates give problems in Windows updating? is there a way to know with WSUS Offine?

With WU I usually perform one update by the other (restarting the computer after each one) to determine which one gives problem and eventually to ignore it. Now how can I do the same with WSUS Offline?

P.S. "WSUSOU does only contain security-critical ones" -> why does it contain all the updates, for example the optional ones? in fact I want to install IE11 in Win7 but it's optional so suppose WSUS Offline will never get it, right?

Best would be to get the 8.1 ISO, burn it, and then reinstall...

You can't. It's designed for batch-update multiple target computers without interaction. For fine-grained control, use WU or WUMT.

There are a few additional packages, statically defined. IE is one of them. WSUSOU will automatically install the latest IE for any target system, since MS does now only support systems with the latest IE installed. So, IE11 is installed for Windows 7.
Note that Windows 8.0 never got IE11, you need 8.1.

I burned Win8.1 ISO: have I to launch from running Windows or at startup?

Will it reset my Windows or keep everything (data, conf, etc) as any other Windows update (KB..) ?

What's WUMT? .. is a sort of WSUS Offline Update or an official MS tool?

You can use wsusou to find the broken update:
No a good solution, but a working one. Just cancel wsusou by closing the cmd-window after a few updates and reboot to find the broken one.

WUMT = Windows Update MiniTool. It's an alternative frontend to WU that will give fine-grained control about what to install, even under Windows 10. It has support for offline updating (wsusscn2.cab).

Another alternative is PortableUpdate (http://www.portableupdate.com/). It also allows direct selection of updates.

It should be possible to do an Upgrade for keeping everything (for that, base language, Edition [Home vs. Pro] and architecture [32bit vs. 64bit] must match). For an Upgrade, start the Setup from your Windows.
Booting from the DVD will install fresh and move the current installation to Windows.old.

I can't upgrade to Win8.1, I need to fix the current problems..

I tried Windows Update MiniTool but it also fails, even during updates searching: it says there's not enough memory (I think it's the same as WU error code 8007000E)

I tried to create a new Windows user hoping launching WU from there it had more memory, closing all the utility which starts at Win startup.. but nothing to do, it always fails or, when I can update (through WU or WSUSOU or WUMT) during Windows restart it fails and rolls back the updates.. :?

I really don't know what to do! Please HELP
