Windows Module Installer (Trusted Installer) is stopped. Startup type set to manual. Does it need to be started?

No, was just an idea. Then please try the following:
Delete c:\Windows\Logs\DISM\*
Run wsusou.
As soon as the first update failed, copy DISM.log (from the path above), upload it somewhere and post the link here.
