error on Win8.1AndW2K12R2-KB3134758-x64.msu

Hi I get the following error every time I do a windows 8.1 clean install any ideas?????

No its not previously installed as windows update also wishes to install it and yes windows update fails to install it. After reading up on the several error messages it tells me to download it manually from the Microsoft download centre thingy and install it manually. This takes 45 mins to do but works ok. As far as I can tell the file ive downloaded and the one in wsusofline are the same files but I don't know why it takes 45 mins to install it!!!!!
