WSUS stuck on Determining Windows Licensing

I started the installer and has been stuck Determining Windows Licensing Info for two hours. Any help for this?

in an administrative cmd and post, whether the command worked or hangs. (No need to post the output of the script, except it's an error message)

Then somerhing with your Windows installation is wrong.
You may try

sfc /scannow
from an elevated command prompt to fix the issue, but there is no guarantee, that it works.

While that command runs, is there any process causing high CPU usage or takes lots of RAM?

Thank you. I have tried sfc /scannow and get the message "Windows Resource Protection could not start the repair service." So I went into SafeMode and tried again and received the same message.

My computer worked fine until some update was installed in November, 2015. Since then Windows Update has not worked. Every time I shut the computer down it gives the message to wait while configuring. It will take 3 to 4 hours to shut down. Then next time I shut down, I get the same message and again takes hours.

I would appreciate any help. Thanks.

Stop the Windows Update Service, then delete the C:\Windows\SoftwareDistribution directory. Finally, start the Update Service again. This should re-initialize the WU from zero.

Alternatively, use the Windows Update Troubleshooter (direct download). Download, run, and follow advice.

About the repair service: Check that the following services are not Disabled:

Diagnostics Policy Service ===> must be Automatic (Delayed Start)
Diagnostics Service Host ===> Manual
Diagnostics System Host ===> Manual
Microsoft update catalog: http://catalog.update.microsoft.com/v7/site/

I have run the Windows Update Troubleshooter. I received these messages:
Service registrations is missing or corrupt Not fixed
Windows Update error 0x80070057(2016-03-04-T-09_23_01A) Not fixed
Problems installing recent updates Fixed

Problems installing recent updates Fixed

Today I ran WuReset.bat. After restarting my computer I ran WSUS offline again. Well, it ran past the Determining Windows Licensing. Found the operating system. Then went on to install. Installing Update 1 of 6. Installing the KB2552343. It sat there for a while, then gave Error: 87. The add-package option is unknown. For more information, refer to the help by running DISM.exe /?
Then it went to Installing Update 2 of 6. KB3135445. And it has been stuck there for 5 hours. I don't know if it would be harmful to end it, so I will just leave.

sfc /scannow still does not run

Some progress but still problems. Thanks for any help you can give me.

If "dism /online /add-package" is an unknown operation, your OS is really damaged.
You may try an "Inplace Upgrade" as described here: https://support.microsoft.com/en-us/kb/2255099
[You need to use a DVD, which has the same service pack level as your OS (e.g. a Windows 7 SP1 DVD for Windows 7 SP1). Also please remove IE 9 or newer for it to work.]

Finally, I think I got it fixed. Since I do not have a Windows 7 disc, I have a pre installed computer, I couldn't do what you suggested. So I searched the internet for other solutions. Finally found a suggestion to use Tweaking.com Windows repair. I ran Tweaking from Safe Mode, only checked off Windows Update repair. Restarted computer then ran WSUS Offline. And it ran and completed. I am now in the process of running Windows Update. It is still taking up nearly 100% CPU usage but I will let it run. Thank you so much for your help and for a great program.
