WSUS OU Tool v10.3.2 doesn't install any downloaded updates for Windows 10 Home x64.
I have downloaded updates via this tool but installation process doesn't occur.

First, the displayed warning is for kb2993928, an ASP.NET update. ASP.NET is a third-party component and not supported by WSUSOU.

Second, especially Windows 10 Home will automatically and without any possible user interference* install all security-critical updates as soon as you are online. So, there's a big chance it has already installed the latest cumulative update for you.
It's one of the downsides of Win10, no control over updates.

What should I do with ASP .NET in that case?
So, if I understood you correctly that WSUS, especially on Windows 10, is useful only in offline OS mode?

The ASP.NET update should be downloaded through Windows Update normally (if Updates for other MS software is enabled). WSUSOU does not include that update and that causes the warning. for the UpdateInstaller run, you can ignore the warning in that case.

Windows 10 takes away fine grained control over updates. It means you can not select updates for install. Windows 10 Home is especially bad, as it does not even offer any way to confirm installation of updates. You have to do evil tricks (setting network connection to be "Metered") to stop that. Only then WSUSOU is useful on a Windows 10 system that is online.

Thank you for the detailed answer. Could you explain how to set network connection to be "metered"? I use Sagemcom router.

Nothing to do with the router. A WiFi connection should be set to be a metered connection using the normal Windows settings.
