The date of modification ExcludeList-superseded.txt is 15.10.2015 and ExcludeList-superseded-exclude.txt is 18.09.2015. I figured, why kb3078601 were not found (it's was not present on media), so I manully put update kb3078601 onto media, but it's dont' help much (which is another story).

Hi,
I am having a problem updating from this stage.

It says installing KB3078601 and then installing KB3078901 followed by a checking state of service. All of this passes OK and then I see message"Listing IDs of Missing Updates". It has been in this stage for over two hours now and there is no disk activity.
I am trying to update Windows 7 SPI x86 on clean activated install. Windows Update has not been run. Using latest version 10.2, Download log shows 179 determined updates

Can anyone help?

Just now using WSUS Offline for the first time in a few years. I created a USB stick and am attempting to install the updates using it. Everything great until the dreaded "Listing ids of missing updates..." It's now 2 1/2 hours and it's still there. W7 32 with 1.5GB RAM. There is occasional hard drive activity so it's not as if the machine is frozen. Any ideas? I'm also running it for a different laptop off of a network share. Same deal and now at 1 hr 15 mins and counting. If this is the norm I might as well go with MS direct! Thanks.

This is most likely caused by the increasing size of wsusscn2.cab and updates superseding others. [problem is made by MS]
MS already tried to "fix" it a several times, but the next patchday the problem appeared again.
Currently it helps to install the updates listed here to decrease the time dramatically [multiple hours -> less than 20 minutes (in a test VM)].
