all updates do this: "Connection timed out"

I downloaded 9.6 to my PC (with Internet access, of course) and ran the tool, however every update gives me the "Connection timed out". I can access download.wsusoffline.net just fine. I have tried from multiple PCs.

Please see viewtopic.php?f=7&t=3863 and check, if .\bin\wget.exe is allowed to connect to the internet.

The IP resolves but we cannot ping outside due to FW restrictions, however I can navigate in a browser to the referenced webpage.

Any response to the previous post would be appreciated. I can access the website just fine but downloads are not working.

Since you already mentioned a firewall, I would suspect an application firewall, which controls individual applications. This means, if a web browser is allowed to access the internet, wget may still be restricted. The application firewall of Windows Vista can do that, as well as any "personal firewall", which is running on the same computer.
