12.5.1 CE not installing latest 1909 patch (5003635)?

Despite needing a reboot for a VC install and another for the Servicing Stack, 12.5.1 CE
is working great for 20H2.

But for 1909, it won't put in 5003635 even though it is in the \w100-x64\glb directory.

1909 Home and Pro is out of support since the last Patch Tuesday. See the KB article of the update you mentioned:
5/11/21
REMINDER Windows 10, version 1909 reached end of service on May 11, 2021 for devices running the Home, Pro, Pro for Workstation, Nano Container, and Server SAC editions. After May 11, 2021, these devices will no longer receive monthly security and quality updates [...]

We will continue to service the following editions: Enterprise, Education, and IoT Enterprise.
So unless you have one of the latter editions, this update probably won't install on your system, even if you tried to install it manually.

I would not have expected Microsoft to be that malicious, even though there is some precedent
(see the ending times of WinNT and WinNT server and the hacks needed to get a patch installed
after the deadline of WinNT).

Alas, this is not the problem (or at least not all of the problem). My test machine was an Win10 Pro,
but even on a "Win10 Pro Education" as verified by winver, 12.5.1CE does not install the patch. :(

Windows 10 Pro Education is not the same as Windows 10 Education, as you can see in this Wikipedia article. I'm guessing (since MS doesn't state it directly in the KB article) that Pro Education is the same as the regular Pro edition in terms of life cycle (EoL).

Pro Education is NOT Education!!!

Pro Education (based on Pro) is out of support, Education (based on Enterprise) is not.

Should be easy to switch in the blink of an eye. Just enter the Education default key (YNMGQ-8RYV3-4PGQ3-C8XTP-7CFBY) and it will switch. Editions are now largely virtual and can be switched back and forth (with some exceptions, especially, Home Editions are separate).

A note to what boco said:
You can switch, then install the updates and reboot, afterwards switch back using your Product Key (it'll stay activated).
Personally I'd do it with disconnected Internet connection to prevent possible activation trouble, but from what I know about the activation mechanism it should work even if Windows tried to activate the "fake" edition.

It won't try to activate the default key (which is publicly known from "product.ini"). Instead, with this key installed, it'll look for a HwID (aka Digital Entitlement, Store License, ...). Nothing bad will happen, as it is not a stolen or hijacked key at all.
