I changed owner of "manifests" and "packages" folders to my user name (admin account).
Then I gave full control permission over them.
Finally the copy worked.

Likely it doesn't a clean way to achieve the goal but it seems working.
And what to do now to test if the problem is solved?

Have I to try last April Rollup update again?
(using msu package downloaded last time...?)

Tried again april rollup updte after applied your procedure, but It can't be installed...

Try this for KB3080446.
CheckSUR ist stored inside C:\Windows\CheckSUR\v1.0

Then provide a new CBS.log.
(I don‘t have access to a computer until Sunday, so replies won‘t be that detailed as usual)

As explained in reference link you provided, I downloaded and ran System Update Readiness tool (CheckSUR):

Following reference point 2 I downloaded package "Windows6.1-KB3080446-x64.msu" and stored it in %WinDir%\Temp\CheckSUR\Packages.
Then re-ran CheckSUR.

Then I tried to "expand" kb3008446 msu and its windows-*.cab content:
- cab and mum files in c:\windows\temp\checksur\servicing\packages
- manifest files in c:\windows\temp\checksur\winsxs\manifests

The component store seems to be more damaged than expected.

I‘ll suggest you to do an „Inplace Upgrade“ (for information on how to do it please Google it; but if you have specific questions feel free to ask here).

Ok, thank you a lot for all your answers! :)
That PC has a genuine product kay for windows 7 home premium.

Is it possible to create an install USB-key for windows 10 and install it from scratch?
We are going to replace current mechanic hard drive with a new SSD.
The idea would be:
- backup all data
- remove old HDD
- install new SSD
- finally install windows 10 on it

Can we use our windows_7 product key for windows 10 activation?

Officially it‘s not supported anymore, but I heard reports, that it still works.
Maybe you‘ll need to manually activate Win 10 using the Win 7 key.
Be sure to select „Windows 10“ (sometimes called „Home“ or „Core“) and not the „Pro“/„Education“/whatever else.

If you want to maximise your chances, you can try one of these methods:
- backup data
- run .\sources\GatherOSState.exe (on USB) as admin and save the GenuineTicket.xml
- upgrade to Windows 10
- check, if activated; if yes continue
- replace HDD with SSD
- do a fresh Win 10 setup
- maybe you‘ll need to activate using the saved GenuineTicket.xml or the Win 7 key
Possible problem: the hardware changed after the upgrade-activation; I‘m not sure, if MS accepts that

I'll decide by listening to users needs. Also a Linux distribution could be a good choice, but I'm writing as a linux user since many many years ago, so I'd surely suggest a linux system for that small office, but just if they want to try. That machine is just used for very basic office tsks: mail, a bit of spreadsheet documents (they sometimes receive xls files containing tables or similar and have to fill in with some data, save and send them back... at now they use openoffice suite for that purpose).
The only windows-requiring app I know they use is a tool for create and manage invoices/bills, it runs just on windows, anyway there are many other alternative programs for linux too... The only matter could be a bit of learning time the users has to spend for the first times, nothing dramatic eventually.
Also by upgrade to windows 10 they will have to learn how to use its new interface: I think for instance KDE could be easier for windows7 users than win10 interface...
Anyway we'll see what they will decide.

@aker: Despite them saying that, the free upgrade still works. Last confirmed 1st of May by MDL members.
