Ok so first of all, I had a problem that i saw KB4088875 "2018-3 Security Monthly Rollup" in w61 folder, but when I run UpdateInstaller, it says that there is nothing missing although kb4088875 is not installed, i searched here in forums and found a topic with similar problem, the fix was adding something to registry, after adding this thing and checking updates by UpdateInstaller, It worked but at first step it said Hiding KB4088875 and another one, then began to install another 16 updates, now after installing the 16 updates and rebooting it again says no missing update although The Quality Key is still there, Any solutions ?

Did you check the "Use 'security only updates' instead of 'quality rollups' checkbox in the UpdateGenerator (at downloading)? If yes, the Installer has been adjusted to install 'security only updates'. If you want to install full rollups, you need to uncheck the checkbox and do another download run. The resulting media will then install the rollups.

Ok, So I te-tried downloading again using DownloadGenerator.exe just to make sure that I didn't check the box and it still doesn't work, KB4088875 is in w61 folder but UpdateInstaller.exe says no missing updates.

Well, quite logical if this update is really hidden. You have to unhide it to be able to install it. Check Control Panel > Windows Update > Restore hidden updates.

Also, it would be useful if you could post the contents of C:\Windows\wsusofflineupdate.log.

When I click "Restore Hidden Updates", It says " You have not hidden any updates for your computer".

Your log shows that you told WSUS Offline to install SecOnly packages at some point, which caused it to hide KB4088875 (2018-03 Rollup). The next update the WUA (Windows Update Agent) tries to install is KB4074598 (2018-02 Rollup), but WSUS Offline says it can't find it because it's superseded.

Long story short: There must be KB4088875 hidden on your system. I don't see any other way why the WUA would want to install the older KB4074598 repeatedly.

Reboot your system if you haven't already, then check for hidden updates again. According to wsusofflineupdate.log there were multiple updates hidden so they MUST be visible somewhere.
