According to https://support.microsoft.com/en-us/hel ... -kb4056897 we no longer need the included QualityCompat.reg in \client\opt . Is there any point in still including it?

I'll remove the file.

As I understand it, the issue is resolved only in a later update (April 2018), but not the previous ones. So I'd be careful to remove it.

No, it must not be removed, otherwise the SecOnly packs from that era will not be installed, as they were never updated.
