There's indeed no client\w63-x64\enu\sxs directory. But there is client\dotnet\dotnetfx35.exe. Why is it not used for installation?

I think you have to run the AddCustomLanguageSupport.cmd script first

see .\doc\faq-enu.txt in your wsus directory

A: Since Service Packs and updates for Windows Vista / 7 / Server 2008(R2) are multilingual, there's no 24-language selection table for these platforms, so by default, only the English and German versions of those localized installation packages for IEx, .NET and MSSE will be downloaded.
To have your favorite locale(s) downloaded in addition, you may use the ...\cmd\AddCustomLanguageSupport.cmd script.

I'm not sure, but I think you have to copy that there yourself, from the Win8.x DVD, subdirectory \sources\sxs.

This EXE is ONLY for Windows up to and including Windows XP and Server 2003 (maybe also for Vista?). Win7 already integrates .NET 3.5. In Win8 and higher .NET 3.x is a Windows feature that can be enabled (see OptionalFeatures.exe). But this requires either the mentioned source directory or an active internet connection.

Vista / Windows Server 2008 use the dotnetfx35.exe, too.
Wer Rechtschreibfehler findet, darf sie behalten oder an den Meistbietenden versteigern. / Everybody finding a misspelling is allowed to keep or sell it.
