My current understanding is official WSUS server required an update itself to be able to successfully deliver the 1511 upgrade. From testing in recent weeks I'd observed WSUS portable is currently unable to deliver the 1511 upgrade. Is the 1511 upgrade the kind of thing that will one day be able to be successfully delivered with WSUS portable? I just ask because I serve a small organization and Windows Updates Delivery Optimization (WUDO) isn't helping, nor does WUDO seem to have any published technical literature to actually troubleshoot it. So I'm thinking I may need to make additional time and money investment to deploy an actual Windows Server with WSUS to effectively serve my organization. Thanks for your exceptional work all!!!!

I'm dealing with this issue. I was about to start a new thread, until I saw your post.
Basically, I'm having to manage up update a lot of computers on a military base in Afghanistan and we are on a slow/limited link.
After every time I upgrade a computer to Windows 10, the computer is having to download 1511 10586 windows 10 update.
Which is quite large and each workstation takes a day to complete.
The WSUS offline updater is not fetching this update.

If you've got physical access to the computers, please use the Media Creation Tool to create an USB-Image or DVD to upgrade the devices. That should be the easiest way to update multiple PCs without downloading the image multiple times.

Of course it isn't. And it can't. WSUSOU can install only Updates. The th2 is an Upgrade to a complete new OS level. Not possible to handle that reliably.

Additionally, the LTSB branch didn't get the 1511 Upgrade, thus TH1 and TH2 must both be serviced.
