Windows Update Agent not up to date

I ran Wsus Offline Update version 9.2 and it reported in the wsusofflineupdate.log file that it found Windows Update Agent version 7.5.7601.17514. Then I ran Windows Update control panel, and it said that it needed to install new Windows Update software. After that finished, the version of wuaueng.dll was 7.6.7600.256. Can/should Wsus Offline Update be changed to install the latest Windows Update Agent?
