After using WSUSOffline 8.6 Update Generator, I've notice that in .\client\o2k*, the only updates present are service packs. There are no post-service pack updates.

Should these updates have been included?

wsusou uses Microsoft's catalog file wsusscn2.cab to determine the download links and local paths dynamical.
The updates for office aren't listed version-specific (o2k3, o2k7 etc.) in this catalog. They are listed as "ofc", so you will find all Office updates in the directory .\client\ofc.
