Just carried out another test with wsus offline update and office 2003 pro. It has missing updates

Are these security critical ones? If they are not, then MS doesn't have them in their catalog and thus WSUSOU doesn't care about them. Note that WSUSOU is not a patch collection, what is included is (largely) controlled by Microsoft.
