I have same error code on a freshly installed Win7 . The downloads was fine.
I dont understand all of the above...I have tried download and run Sigcheck,but the command window open/shuts in a blink of an eye so I cant see the text.

You said, you‘re using a fresh installed Windows 7, the message you answered to, says „w100“, which means Windows 10.
Did you mean „w61“?

Please provide the log (c:\Windows\wsusofflineupdate.log) and the messages inside the command window.
Also please provide a list or a screenshot of the files and folders inside wsusou‘s „client“-folder.
