Hello,
I am using WSUS Offline Update tool 11.5 for the last 1 year for patching my Windows 2008 R2 SP1 server.
We use "Security-only" option.
So far the tool was successfully always successfully installing monthly Security-only KB and IE KB.
In October 2019 WSUS is able to install IE KB4519974, but OS security-only KB4520003 is not being installed even though it's in the glb folder.
Any ideas, please?

Could you post the content of C:\Windows\wsusofflineupdate.log here (especially the part containing the last run/runs).

Maybe it's caused by not being on the SecOnly-list.
Please update your copy of wsusou to 11.8.2 (at the moment the most recent version) and try again.
