Hello,

I have a problem when i install updates in a PC with Windows 10 build 16299. The computer hasn´t any update installed and when i go to install with de updateinstaller send me a messages "any missing update was either black listed or not found. Nothing to do!"

can you help me??

It depends on the SKU (Edition) of Windows 10.16299 you have. The Home, Pro and Pro for Workstation SKUs are no longer supported by Microsoft (EOL 2019-04-09). The CU for 16299 that WOU contains will install ONLY on the Enterprise and Education SKUs.

So, in order to use and update Windows 10 1709 (build 16299.15+), you need to be on Enterprise or Education. For the other SKUs, you MUST upgrade to a higher feature level like 1809 (17763.107+) or 1903 (18362.30+). Feature updates (aka OS upgrades) must be done manually (or by WU), WOU cannot and will not upgrade the OS.

Do you know if I can go from version 1709 to 1903 directly without having to install intermediate versions?

When doing this installation, do I lose the configuration of users and / or programs?

I think that I will not update the version of Windows 10, I will stay in version 1709.
Would it be possible to install the pending patches until April 2019 with Wsusoffline or another offline way?

Yes, this is possible using the MediaCreationTool or an Windows 10 1903 image or DVD.

When doing this installation, do I lose the configuration of users and / or programs?

The Windows Setup will preserve all your programs, settings and data.
But I would ALWAYS do a backup before performing the upgrade.

I'd recommend you to upgrade to get the most recent security fixes. I'll provide you a list of links, if you tell me, whether you have a 32bit/x86 or 64bit/x64 system (if you're unsure check C:\Windows\wsusofflineupdate.log; there should be a line conatining the OS architecture).

Well, it will certainly try to do so. But sometimes there's "collateral damage", i.e. settings getting reset (telemetry crap among them), programs getting removed (Classic Shell was one of them in the past) and of course new settings.
