I just wanted to point out that Windows (or Windows Setup) is not able to keep all programs and user settings, even if it tries to do so, regardless of whether a program is dead or not. Some comments even suggest that some group policies are not kept, and that's where things get really ugly because they were certainly set for a reason.

The Classic Shell thing was only a FYI, as Classic Shell stopped being worked on at the end of 2017. Open Shell Menu will get further fixes, Classic Shell won't. Note that CS/OS has to re-apply its settings after a build upgrade. Currently it triggers a dialog, but the latest versions can do it silently.

All build upgrades I do (if I even touch Windows 10) are fully offline. All privacy and other patches are then reapplied and Telemetry killed to the maximum possible. Only after all is done (+AU disabled), the machines are allowed to go online, again.

Yes, they fudged up a few times, that's why you are asked to re-select your privacy settings at some upgrades.
