Updates Not Installing on unpatched computer

I am able to download all the updates, but when I go to install them only a few install from an unpatched Windows 8.1 computer. I must be doing something wrong during the install.

Did you run WSUS Offline again and again until it said "Nothing to do", rebooting each time it tells you to?

Did you include Service Packs? The unpatched Win 8.1 might lack the big Update3, which is actually required for any further updates.

Thank you! I have rebooted, and now it's looking for missing updates, which will take a while.
