Win 7 New install - am I missing something?

New Win 7 Pro (SW_DVD5_Win_Pro_7w_SP1_64BIT_English_-2_MLF_X17-59279) - Install drivers..
Office 2013, install that as well.

Run wsusoffline updated 8/15/2017.

Are all Enabled..

After the updates are installed.. I run it again.. just to be sure..

When I go to Windows Updates.. I have almost 4GB of updates to get.. mostly relating to .Net and Office 2013 x86 (not x64)

Is that normal?

Am I doing something wrong?

It seems to be a common misconception that WSUS Offline is supposed to install ALL Windows Updates, and that checking for updates afterwards Windows Update won't find any. That's just not the case. It's completely normal that some updates are offered by WU only. Their number depends on installed MS programs (20 updates is normal when only counting updates for Windows, .NET, but not MS Office).
