Ok,
here's an example of .NET 4.6.2 not installing when it should have. It was a Win7 Starter netbook. The first thing I did was manually install KB3177417. I used auto reboot and recall.

I just moved this to its own topic, to differ this from the original problem.
It's a silly bug. Use this to fix:
