Has something changed between v10.3 and v10.8 related to InitializationHook.cmd ?
I have it in S:\wsusoffline\client\cmd\custom but it seems that it's no longer executed in v10.8. I don't know since what version after v10.3 that might be the case as I hadn't used them.

No, nothing changed since 10.3.
Could you post the content of wsusou's log (C:\Windows\wsusofflineupdate.log)?

I don't have any wsusofflineupdate.log
Isn't that related to the upgrade iself and not to the download ?

\client\cmd\custom\InitializationHook.cmd is only for the Updater part
Download InitializationHook is in \cmd\custom\

Probably I moved them to the wrong place while upgrading WSUS
Should be solved now.
