Windows 10 problems

I have a newly acquired laptop with Windows 10, Version 1511, Build 10586.545 installed and activated. When I ran Windows Update, it said the following 9 updates were available:
-Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3185614)
-Windows Malicious Software Removal Tool for Windows 8, 8.1, 10 and Windows Server 2012, 2012 R2 x64 Edition - September 2016 (KB890830)
-Update for Windows 10 Version 1511 for x64-based Systems (KB3161102)
-Update for Windows 10 Version 1511 for x64-based Systems (KB3181403)
-Security Update for Adobe Flash Player for Windows 10 Version 1511 for x64-based Systems (KB3188128)
-Synaptics - Pointing Drawing - Synaptics PS/2 Port TouchPad
-Security Update for Windows 10 Version 1511 for x64-based Systems (KB3172729)
-Update for Windows 10 Version 1511 for x64-based Systems (KB3152599)
-Western Digital Technologies - Other hardware - WD SES Device
So, I disconnected the laptop from the Internet (because I have a metered Ethernet connection), and ran WSUSOffline updateinstaller.exe to install the updates that I downloaded from another machine. After going through the update procedure for about 30 minutes, WSUSOffline updateinstaller.exe completed and told me to reboot. When I then ran WU, it showed the same 9 updates available!
I realize that some of these updates are blacklisted or not in the update catalog, but why are the cumulative updates not present? Is this because I have version 1511 instead of the Anniversary edition? Or?
I also note that the "automatic reboot" function doesn't seem to work properly, as I have to log on and restart updateinstaller.exe every time it reboots. Unless this means that it was through updating???
I seem to recall that updateinstaller.exe would display a message saying "Nothing to do...." when it was completed, rather than just "please reboot"? The latter implies that it isn't complete?

Please check the digital signature of .\client\wsus\wsusscn2.cab. (Right-click->Roperties->Digital signature) When did MS sign the file?
Maybe the server, you were connected to, served an old file.

The digital signature for wsusscn2.cab was Wednesday, September 14, 2016 02:45:10.

This seems to be a problem with all W10 updates (not just Home or 1511). For example, today (9/15/2016) I ran WSUSOU on W10 Pro version 1607 build 14393). Afterwards WU still downloaded and installed the following:
-Cumulative Update for Windows 10 Version 1607 (KB3189866)
-Security Update for Microsoft Office Compatibility Pack Service Pack 3 (KB3115462)
-Security Update for Microsoft Office 2007 suites (KB3118300)
-Security Update for Microsoft Office Compatibility Pack Service Pack 3 (KB2597974)

A little strange. Could you post the last part of the content of C:\Windows\wsusofflineupdate.log here.
Please also check, if your .\client\w100-x64\glb contains the following files:

All six files are present. Not sure what you mean by "the last part", so:

Please rerun the download-part. Most likely MS shipped a broken catalog file.

It's too late for that. When I reconnected to the Internet, M$ automatically downloaded and installed the updates that (for whatever reason) WSUSOU failed to install. We will see what happens next time.
