Not installing all updates but no missing update found

Hi guys,
I try to install the updates with WSUSOffline 10.7.3 on a Win 8.1 Pro machine, with an update level from 2014, since a week now. But it installs only 12 updates in total and reports no missing update found while there were dozens of updates more to install.
- It starts to install several updates but hangs after a restart at the login screen.
- When I log in as admin the script continues, I restarted manually
- I have to log in as admin manually and the final report was shown
- then the script surprisingly continues it work, but didn't install new updates
- no missing updates appears in log while but in total only 12 updates installed.
2 months ago I updated the same machine with same 2014 OS image and update level using WSUSOffline 10.6.3 without any issues. I know that Microsoft restructured update distribution significantly but should there a way to update an offline system to the latest patch level somehow.
