Windows 10 Anniversary Update (Version 1607)

Is the latest Windows 10 Anniversary Update (Version 1607) build available through WSUSOFFLINE?
Or does it depend on Microsoft's Catalogue?

The "Anniversary Update" is more an upgrade than an update. The setup upgrades your system like you could upgrade it from Windows 7 to Windows 8. So no, wsusoffline does not ship it.

Thanks for that info. Does that mean that updates following the Windows 10.1607 upgrade will still come through wsusoffline? For example KB3176929 is the first update available for Win10.1607.

Lastly, just for your information, the Windows 10 ISO available from their site for download contains this new version of Windows 10.1607. The installation upgrades the Windows installation.
