Please open the task manager and check, if there is any CPU activity.
If not, reboot your computer, install the update manually, restart again and run wsusou again.

Having the same experience exactly.
Followed the suggestion. Had to end task WU service to launch the update manually. Now at "Listing ids of missing updates....this could take a while." 15 minutes and counting.
WU has been making my life hell over the past two weeks. Getting any imaged W7 build to run WU has been impossible. Have tried dozens of fixes and patches with no progress. Will use wsusoffline if I can smooth out the hiccups.
------------------------------------------------------------------------
Two hours later and still hung on the same process. Taskmgr shows no process except conhost.exe - CPU for every process running is 00

It's a problem, we cannot really fix atm as it's caused by MS messing up the catalog file wsusscn2.cab.
You may try installing the updates listed in .\client\static\StaticUpdateIds-wupre-w61.txt & listed
here. (Note: some of them may be superseded and won't install, just skip them)

I ended up reimaging the drive with a base install of W7 SP1 and then reran WSUS offline. Process took between 3-4 hours and was closed when I came back to check on it. There was no message. How can I tell if it completed or there were errors? Is there a log file?

You may check Control Panel -> Programs and Features -> List installed updates
