One time I managed to get WSUSOffline to actually create WOUtempadmin and install updates. I have yet to be able to duplicate this feat.
I have tried running as admin
turning off system restore
turning off auto updates
turning off wsusserve

No matter what i do, I cannot duplicate the one time that I ran WSUSOffline and it created the WOUtempadmin, rebooted, logged into WOUtempadmin, installed updates, rebooted to normal account.

Any thoughts or suggestions?

unfortunately I haven't gotten the clue yet, what exactly is your problem. Does the automatic reboot and recall option work on one computer and not on others. Or are you talking about the same computer?

However: There are several topics in the FAQ (file ./doc/faq-enu.txt) about possible problems with the mentioned option and the WOUTempAdmin account. Just search for WOUTempAdmin in that file. Maybe you find a solution there for your problem.
