Specifically I am trying to install vista service packs, computer currently has SP1 on it, I chose to "include service packs" when I created my update files, but SP2 doesn't install when I run the update installer on the machine.

try installing SP2 stand alone - without using WOU. see if you get a error.

WOU should install SP1 and SP2. this has been tested on VM a number of times and also tested on physical PCs.

I figured it out, they never downloaded. all the service packs were listed in the default sp exclusion list, I removed them, they download and installed flawlessly, weird that they are in the default exclusion list.

They are excluded in .\exclude\ExcludeList-SP.txt to allow creating a post-SP update disc. It sounds like, you didn't select "Include Service Packs" in UpdateGenerator, which will configure wsusou, not to use ExcludeList-SP.txt.

I am a pc repair shop so I'll now be using these multiple times a day. Saves so much time not having to download updates in every computer! Either way by removing them from the .exclude\excludelist-sps there working so I've got what I need, seems there still may be some sort of bug because I checked and double checked that I was including sp
