WSUS ver 10.3.2 and xp, win 7 ect

For Windows XP please use wsusou 9.2.1.
The start UpdateGenerator, select your platforms and exit UpdateGenerator.
In the "[Misc]" section of UpdateInstaller.ini add "skipsdd=Enabled".
Now run the download.
