Office catalog not cleaning up after itself?

I have run into the problem this morning where the office updates iso is inherently large. Since I'm bound by restrictions to use only DVDs to update offline machines, this is a huge problem. When I decompiled the iso, I found that the ofc folder contained updates all the way back to 2008 (for MS Works even), so I cleaned out the folders and started over...and all the updates came back exactly as before. Is there an issue with the office wsus stream not excluding outdated updates?

Before we go down this rabbit hole: I'm using the latest version (10.3.1) and trying to download only updates (no SPs) for office 2010.

"ofc" means all updates for all existing Office versions. MS doesn't make a difference between them. So it it impossible to just download the updates for a specific version without having to download them all using static links.
