Checking User's Privileges

wsusoffline 10.2.1
updating windows 8.1 x64

In the middle of the update process, wouttempadmin
is permanently stuck in a command window that last says
"Checking user privileges"

How do I fix this, or get rid of the wouttempadmin permanent reboot login?

I killed off woutempadmin with CleanupRecall.cmd.
I went back to the normal admin account & attempted to run wsusoffline
again - it hangs in the same spot, with the same "Checking user privileges"
posted on the cmd window.

Something early in the wsusoffline update for 8.1 perhaps changed something.

I connected the computer to the internet & did regular windows update,
reboot, & then tried wsusoffline again. Same result.

Pleas start wsusou again and check, if a process named "IfAdmin.exe" is running, when wsusou hangs at "Checking user priviledges".
