FWIW, I also tried running
C:\WINDOWS\Sysnative\cmd.exe /C C:\wsusoffline\client\Update.cmd /nobackup
as the windows api documentation recommends, but I experience the same behavior.

boco, how do you recommend I implement the 64-bit wrapper\forwarder?

Code a simple forwarder and compile it in x64. From the third-party app, call the forwarder if the system is x64 (you could check for the "Program Files (x86)" environment variable, or the WINDOWS\SysWOW64 directory). Maybe there are more sophisticated ways for you to determine buswidth. The forwarder simply takes your parameters and calls the WSUSOffline update.
