Problem with update KB2532531

I am trying to install updates on a Windows 7 Professional 32-bit machine (Swedish Edition), after running the installer everything appears to have worked correctly, however if I run it again it repeatedly tries to install update KB2532531 and fails due to error code 2359302 (Update already installed). If I look at the update history it is shown as installed called "Säkerhetsuppdatering för Windows (KB2532531)", It is also displayed in the list generated when running "ListInstalledUpdateIds". However when running the Microsoft Baseline Security Analyzer it says the update is missing. I have tried adding this update as a static update, when this static update is installed it is shown in the update history as "Säkerhetsuppdatering för Windows 7 (KB2532531)" (The same as before, but states "Windows 7", rather than just "Windows") Still MBSA says the update is missing, If I install this update using regular Windows Update, the update is installed as "Säkerhetsuppdatering för Windows 7 (KB2532531)" and MBSA recognizes it is installed.

I can not see any difference between the two updates installed by Windows Update and the static update in WSUS Offline, they have the same name and the same KB number, any ideas whats happening here? and how to fix it?

Microsoft mentions a possible problem and recommends to install KB 2552343 first. See the related Knowledge Base articles:
KB 2532531, KB 2552343

@WSUSUpdateAdmin (alias Torsten):
Could this be validated in any way during installation?

The only way I see right now is to exclude kb2532531 by ...\client\exclude\custom\ExcludeList.txt and to add static definitions for kb2552343 and then kb2532531 to ...\client\static\custom\StaticUpdateIds-w61-x86.txt.

This seems to have been the issue, I added both updates as a static update and everything is working as it should, thanks for your help.
