It is a Windows 7 computer running a 64bit English version of Windows?
Which version of IE is installed (looks like IE10)?

I believe that the excludelist.txt will stop updates from installing if they are already installed. the normal behaviour is to install updates again.
as aker says it looks like IE10 is already installed

Actually IE 8 is already installed, these are fresh installations. I throw the script in my automated installation process. Yes it is win 7 64 bit.
============================
Correction, my PC in which I screen shotted from has IE 10. Still doesn't explain why its not installing on the IE 8 fresh installs of win 7. I will return with more screen caps. Thank you for the input so far.

You must not select multiple IE-values in UpdateInstaller.ini.
If you want to install IE9, just enable "instie9". If you want to update to the most recent version, call Update.cmd from CommandLine with the parameter "/instielatest".
The exclusion of IE9 in ExcludeList.txt just disables the dynamic installation of IE9, as it it won't work that way (missing Commandline-switches, different file names), it is excluded there to provide an user understandable message, as wsusou would show a message like "KBxxxxxx (id: xxxxxx-xxxx-xxxx-xxxxxxxxxxxx) not found", if it finds a missing file.
