tried to load 9.4.1 on Windows 7 and I get and error in the Verifying integrity of.....line. Error is "error at offset 24576: permission denied". I rebooted and tried again and got the same result.

Could you post the content of C:\Windows\wsusofflineupdate.log and please tell me, where this error occours.
It sounds like a damaged update file.

Please delete .\client\w61-x64\glb\WindowsUpdateAgent-7.6-x64.exe and .\client\md\hashes-w61-x64-glb.txt and start a new download run.
