WSUSOffline was started by a local user with administrator privileges from a USB drive on a Windows 7 Pro x64.
The user has a password.
No AV software installed (Notebook was out of the box).
BIOS mode.

Please try it again, but copy wsusou to the local HDD.
This is a general problem, which sometimes occurs and sometimes doesn't. We currwntly don't know, what exactly causes this bug, just that it mainly affects Windows 7 x64.

I had the same issue with Win7 x64, in my case I ran UpdateInstaller.exe again then unchecked the "Auto Reboot and Recall" clicked Start to begin the process. It proceeded with installing SP1, perhaps it has something to do with SP1.

I had a similar issue with a brand new install on several machines connected to a domain but not setup to log in with AD yet. I found that by setting the PC up without a password on the initial setup worked but if I set a password on the machine during the initial windows install the WOUTemp program would not auto login and required a manual login each time it rebooted. For whatever reason it did not like having a password setup to access the machine when it ran the reboot and recall function.
