I think you are way too late to the party. Windows 2000 updates will not download anymore. MS has removed them from their servers (at least the major part).

Also, the old WOU versions are not maintained, so, most links in them are hopelessly outdated.

Your best bet is finding someone with a final w2k-enu ISO to share.

The link has apparently changed. Replace "/Files/" with "/files/" in wsusoffline\static\StaticDownloadLinks-sysinternals.txt and it will work. But I agree with boco that you won't be able to download all relevant updates.
