Not, it's not invalid. Although it's not common, Windows can use regular slashes as path separators. Regardless of that argument, hbuhrmester just wanted to hint you to the correct file.

The ExcludeLists have been updated for 12.0-CE and 11.9.1-CE and should work again (except for version 2004 as the support for it will be introduced in version 12.1-CE).
