Hello, I had about 3.0 GB of updates download but my internet connection went down when I restarted the modem.

So it stopped downloading. My question is can I safely resume without having from download everything from beginning?

Yes.

The only thing WSUS Offline (or rather wget) would download again is the update it downloaded when the connection went down (due to size mismatch). All updates that were downloaded previously will be skipped in the next run and not be downloaded again.
