but can't download win8.1 or server2012 R2 x86 or x64

how can i do T.T ?

The failing system has problems in downloading the supplemental tools WSUSOU needs. Looks like it encounters serious issues with DNS (resolution of Internet domains into IP adresses).

Can you click and download the SysInternal links you posted, in your browser, on the failing system?
