Download all updates

Hello,

I'd like to download all patches for Windows7 SP1/2008 R2 SP1 (basically everything I would have to download via "Windows Update" after the OS installation finishes).

The FAQ says:
A: WSUS Offline update by default downloads only patches contained in Microsoft's catalog WSUSSCN2.CAB. This includes at least all critical and security-related patches, but not every important, recommended or optional one. If you feel the need to include them, you are free to do so manually (see above).

Of course, including all those updates manually is unfeasible.

Then I thought about deleting all the 972 entries in "wsusoffline\exclude\ExcludeList-w61-x64.txt". Unfortunately the excludes in this file are not commented (like the ones in wsusoffline\client\exclude\ExcludeList.txt). So my question is: "if I delete all the excludes in ExcludeList-w61-x64.txt, do I get closer to my goal to download all updates (including all important and recommended ones) or are the excludes in ExcludeList-w61-x64.txt of a different nature?"

If you delete the content of the download-ExcludeList you won't get closer to your goal.
This List contains all updates, which have been replaced by others or SP1.
The ExcludeList in client-directory is for the installation routine. The Updates listed in this file should not get installed as dynamic updates.
Instead they will be installed before the main process of WSUSOU will begin.
To avoid compatibility problems they have been excluded from the dynamic determination of updates (happens by using Windows Update Agent)

Forget it, there's just no way to get all updates without manually supplying the update URLs. Microsoft's catalog does only contain updates to satisfy the MSBA, and it is far from complete. A complete catalog is NOT distributed.
