Avast was probably still checking the file so it was opened/blocked and couldn't be verified.

I found this thread while trying to find out why the download of wsusscn2.cab was stalling. gloupus's answer worked for me. I turned off avast and have had no further problems with wsusscn2.cab.

Strange, I do not have to disable avast!Free. Maybe it's one of the advanced features (WebRep, Sandbox) I don't use.

It may also depend on the computer, that's a rather large file with lots of smaller files inside which may need soem time to check on an older computer. Webrep and Sandbox should not be triggered by this but maybe the heuristic analysis.

I had to deactivate Avast as well, wsusscn2.cab was deleted as unsigned file multiple times and I assume it also caused the failures with vcredist verifications. Both did not happen again with Avast deactivated.

I Also was able to correct the issue by disabling avast. I have found that the network shield will sometime cause issues like this though I did not test it specifically this time.

If you create a folder in "wsusoffline\client" named "md" and try again, it should work. That's what worked for me. and I am running Windows 8.1.
The path for me was "C:\Users\Mackenzie\Downloads\wsusoffline1162\wsusoffline\client" but for you it will be wherever you put the wsusoffline folder.
*The "md" folder needs to be created in the "client" folder*
