wsusscn2.cab File integrity verification failure

I closed the command window while wsusoffline was running last night. When I try to re run it now with the option checked "verify downloaded updates" , it fails immediately when checking "wsusscn2.cab"
That existing file is only a few megs in size.
I ran wsusoffline on a fresh machine, and copied the "wsusscn2.cab" that it downloaded to my original repository.
With that new file (50~Meg), it still failed the integrity check. If I unchecked the option, it proceeds to run as normal.
I have had this happen once before, the way i resolved it was to delete my entire wsus repository and start again.
My question is now,
