Wahrscheinlich hängt das damit zusammen, dass der Support vor kurzem ausgelaufen ist:

The microsoft.com/silverlight website will still be available. However, the Silverlight installer will no longer be available after the end of support date of October 12, 2021.

Habe ich aus der esr-11.9 entfernt und ein Update für die StaticDownloadLinks-win-glb.txt via SDD freigegeben.
